1. Purpose

This Supplier Partnership Verification Policy explains how Bintan Voyage selects, verifies, records, appoints, monitors, and reviews accommodation providers, transport companies, ferry operators, activity operators, restaurants, event venues, guides, and other travel-service suppliers.

The Policy is intended to:

  • Maintain a reliable and professionally managed supplier network;
  • Support consistent service delivery for individual, family, group, school, and corporate travellers;
  • Confirm that suppliers are suitable for the services assigned to them;
  • Protect guests from unverified or unauthorised service providers;
  • Maintain accurate records of commercial and operational relationships;
  • Protect confidential contracts, negotiated rates, supplier contacts, and internal evaluations;
  • Ensure that public descriptions of supplier relationships remain accurate and appropriately qualified.

This Policy applies to suppliers operating in Bintan, Singapore, and other locations included in a confirmed Bintan Voyage itinerary.

PT Bintan Voyage International is registered for travel-agency activities and coordinates accommodation, transport, ticketing, activities, attractions, dining, events, and related travel services through its supplier and partner network.


3. Scope of the Supplier Network

The Bintan Voyage supplier network may include:

  • Hotels, resorts, villas, private islands, glamping properties, and other accommodation providers;
  • Private-car, MPV, minibus, coach, limousine, shuttle, and accessible-transport providers;
  • Ferry operators, ferry terminals, booking channels, port services, and supporting transfer providers;
  • Activity operators, attraction managers, golf courses, marinas, water-sport providers, and cultural-experience providers;
  • Restaurants, catering companies, banquet departments, and group-meal providers;
  • Meeting venues, convention centres, event spaces, beach venues, and corporate activity providers;
  • Tour guides, language-support providers, event facilitators, photographers, and specialist personnel;
  • Travel agents, ticketing providers, payment-service providers, insurance providers, and other authorised travel-service companies.

A supplier may support one service or several components within a Bintan Voyage itinerary.


4. Supplier Relationship Classification

Bintan Voyage maintains internal supplier classifications according to the nature and maturity of each relationship.

A supplier may be recorded under one or more classifications, including:

  • Verified service provider;
  • Direct partner;
  • Contracted supplier;
  • Preferred partner;
  • Contract-rate partner;
  • Authorised booking channel;
  • Specialist service provider;
  • Supporting travel partner.

These classifications are used for supplier administration, booking allocation, pricing, quality control, and operational planning.

A classification does not, by itself, create:

  • Common ownership;
  • A joint venture;
  • A franchise relationship;
  • An employer–employee relationship;
  • An exclusive arrangement;
  • Authority for one party to legally bind the other;
  • A guarantee of permanent availability;
  • A general endorsement beyond the services actually arranged.

The applicable relationship is determined by the relevant agreement, booking procedure, rate agreement, supplier account, written correspondence, or transaction record.


5. Evidence of Supplier Relationships

Bintan Voyage maintains appropriate evidence to support supplier and partner records.

Depending on the relationship, evidence may include:

  • Signed contracts;
  • Contract-rate agreements;
  • Supplier rate sheets;
  • Official email correspondence;
  • Booking-account access;
  • Supplier registration records;
  • Approved booking procedures;
  • Invoices;
  • Payment records;
  • Booking confirmations;
  • Vouchers;
  • Transaction histories;
  • Service-delivery records;
  • Authorised contact details;
  • Commercial proposals;
  • Other verifiable operational records.

A supplier does not need to hold every form of evidence listed above. The evidence required is determined according to the supplier type, service scope, transaction method, and operational risk.

Contracts, rates, commissions, commercial margins, internal assessments, and supplier contacts remain confidential unless disclosure is authorised or legally required.


6. Initial Supplier Verification

Before a supplier is approved for regular use, Bintan Voyage may review information relevant to the intended service.

The verification process may include:

Verification is proportionate to the type of service being supplied.

A hotel-room booking does not require the same assessment as a marine activity, passenger transport service, international ticketing arrangement, or large corporate event.


7. Annual Review and Continuous Monitoring

Formal supplier records are generally reviewed at the beginning of each calendar year.

The annual review may include:

  • Current contact information;
  • Contract and rate validity;
  • Operating status;
  • Licence or permit status where relevant;
  • Current services and capacity;
  • Updated commercial terms;
  • Booking and cancellation procedures;
  • Service-quality history;
  • Guest feedback;
  • Incident and complaint history;
  • Safety arrangements;
  • Insurance information where applicable;
  • Continued suitability for Bintan Voyage bookings.

Supplier records may also be updated outside the annual review when:

  • A contract or rate changes;
  • A supplier changes its operating name;
  • A property is renovated, rebranded, sold, or temporarily closed;
  • A licence or authorisation changes;
  • A service is suspended or discontinued;
  • A complaint or safety issue requires immediate review;
  • A new service, vehicle, venue, or activity is introduced;
  • Updated information is received from the supplier.

The internal supplier register distinguishes between active, conditional, temporarily unavailable, suspended, expired, and inactive suppliers.


8. Contracted and Negotiated Rates

Bintan Voyage maintains contracted or negotiated rates with selected accommodation providers, activity operators, transport providers, venues, restaurants, and other travel-service suppliers.

Access to these rates may be based on:

  • Long-term commercial relationships;
  • Direct booking arrangements;
  • Confirmed sales volume;
  • Seasonal agreements;
  • Package combinations;
  • Group bookings;
  • Corporate programmes;
  • Promotional agreements;
  • Advance-purchase arrangements;
  • Other negotiated commercial conditions.

Contracted rates may differ from public retail rates because the commercial terms, inclusions, cancellation conditions, payment procedures, inventory arrangements, and booking responsibilities may also differ.

Supplier rate sheets and commercial terms are confidential and may not be copied, distributed, published, or disclosed without authorisation.

Guests receive the final package price, inclusions, and booking terms applicable to their own reservation.


9. Supplier Selection for a Booking

Bintan Voyage selects suppliers according to the requirements of each confirmed trip.

Selection considerations may include:

  • Guest preferences;
  • Travel dates;
  • Group size;
  • Budget;
  • Hotel category;
  • Room requirements;
  • Location;
  • Vehicle and luggage capacity;
  • Activity suitability;
  • Language requirements;
  • Dietary requirements;
  • Family, senior, student, or accessibility needs;
  • Corporate-event requirements;
  • Safety and weather conditions;
  • Supplier availability;
  • Package value;
  • Previous service performance.

Preferred or contracted status does not require Bintan Voyage to use the same supplier for every booking.

Bintan Voyage retains the right to select the supplier considered suitable for the confirmed itinerary and service requirements.


10. Booking Confirmation

A supplier relationship or listing does not automatically confirm availability for a particular travel date.

A service becomes part of a guest’s confirmed booking only when it is included in the final:

  • Quotation;
  • Invoice;
  • Booking confirmation;
  • Voucher;
  • Itinerary;
  • Service agreement;
  • Other written confirmation issued by Bintan Voyage.

Website content, photographs, supplier directories, example itineraries, and promotional materials are provided for general information and do not replace the final written booking confirmation.

The final booking documents determine:

  • The selected supplier;
  • The confirmed service;
  • Travel dates and times;
  • Room or vehicle category;
  • Inclusions and exclusions;
  • Payment terms;
  • Cancellation conditions;
  • Other booking-specific requirements.

11. Service Quality Standards

Suppliers assigned to Bintan Voyage bookings are expected to provide services that are consistent with the confirmed arrangement.

Relevant standards may include:

  • Accurate booking fulfilment;
  • Timely service;
  • Clean and suitable facilities or vehicles;
  • Properly functioning air conditioning where applicable;
  • Professional staff conduct;
  • Clear guest communication;
  • Appropriate luggage assistance;
  • Suitable equipment;
  • Accurate meal or room arrangements;
  • Reasonable responsiveness;
  • Appropriate support for families, groups, and corporate guests;
  • Compliance with the confirmed itinerary and service instructions.

Bintan Voyage records material service issues and may use those records when determining future supplier assignments.


12. Safety and Operational Suitability

Safety review is adjusted to the nature of the service.

For transport, activities, marine services, event programmes, and other operational services, Bintan Voyage may review:

  • Applicable operating permits;
  • Driver or operator authorisation;
  • Vehicle or equipment condition;
  • Passenger or participant capacity;
  • Safety equipment;
  • Staff competence;
  • Weather limitations;
  • Emergency contacts;
  • Medical-response arrangements;
  • Operating instructions;
  • Age, health, or participation restrictions;
  • Insurance arrangements relevant to the service.

Guests remain responsible for following safety briefings, operator instructions, participation requirements, and restrictions communicated for the confirmed activity.

Bintan Voyage may postpone, replace, modify, or cancel a service where operational or safety conditions make the original arrangement unsuitable.


13. Insurance Arrangements

Insurance requirements and available coverage vary according to the supplier, activity, transport arrangement, destination, and guest requirements.

Where insurance is included, the applicable scope may be stated in:

  • The supplier’s terms;
  • The activity confirmation;
  • The booking voucher;
  • The insurance certificate;
  • The package description;
  • Other supporting documentation.

Additional travel, accident, medical, cancellation, baggage, group, or activity-related coverage may be arranged according to the traveller’s requirements and available insurance products.

Any insurance benefit is governed by the policy wording, limits, exclusions, eligibility requirements, and claim procedure of the relevant insurer.


14. Use of Supplier Names, Images, and Logos

Bintan Voyage may identify a supplier when necessary to describe an available property, service, itinerary, destination, or confirmed booking.

Supplier names may be used for factual identification, booking information, comparison, itinerary description, or customer guidance.

Supplier logos, protected brand assets, copyrighted photographs, and proprietary marketing materials are used only where:

  • Permission has been obtained;
  • The asset has been supplied for authorised commercial use;
  • Use is permitted under an applicable agreement;
  • Another lawful basis applies.

Publication of a supplier name or property description does not imply ownership, exclusivity, sponsorship, or unrestricted authority to use that supplier’s intellectual property.

Official intellectual-property guidance recognises that a trade-mark owner may authorise another party to use its mark through permission or licensing arrangements.


15. Accuracy of Partnership Descriptions

Bintan Voyage uses relationship descriptions that reflect the evidence held for the applicable supplier.

Public descriptions may include terms such as:

  • Supplier;
  • Service provider;
  • Booking partner;
  • Direct partner;
  • Contracted supplier;
  • Preferred partner;
  • Accommodation partner;
  • Activity provider;
  • Transport provider;
  • Travel partner;
  • Authorised booking channel.

No supplier should be described as exclusive, official, endorsed, wholly owned, or permanently available unless that description is supported by an appropriate agreement or written authorisation.

This approach supports transparent public communication and avoids presenting a commercial relationship more broadly than the underlying arrangement. Singapore’s consumer-protection framework places emphasis on fair and transparent business conduct.


16. Supplier Availability and Substitution

Travel services may be affected by:

  • Room inventory;
  • Vehicle availability;
  • Ferry or flight schedules;
  • Maintenance;
  • Weather;
  • Safety conditions;
  • Seasonal closures;
  • Private events;
  • Renovations;
  • Supplier operating decisions;
  • Government restrictions;
  • Other circumstances outside normal booking control.

When a confirmed supplier cannot provide the agreed service, Bintan Voyage will coordinate an appropriate response based on the booking circumstances.

The response may include:

  • A comparable replacement;
  • An upgraded alternative;
  • A revised date or time;
  • An itinerary adjustment;
  • A service credit;
  • Rebooking;
  • A refund of the affected component where applicable;
  • Another reasonable service-recovery solution.

Material changes will be communicated to the guest through an official Bintan Voyage channel.


17. Supplier Responsibility

Each supplier remains responsible for the services, facilities, employees, equipment, operating decisions, regulatory duties, and contractual obligations under its own control.

Bintan Voyage remains responsible for:

  • Communicating the confirmed Bintan Voyage package;
  • Coordinating the services included in that package;
  • Maintaining customer-facing booking records;
  • Communicating material changes known to Bintan Voyage;
  • Assisting with complaints and service recovery;
  • Escalating supplier issues where appropriate.

Nothing in this Policy transfers ownership of a supplier’s business, premises, vehicles, equipment, employees, licences, or intellectual property to Bintan Voyage.


18. Guest Feedback and Complaints

Guest feedback is used as part of ongoing supplier evaluation.

A supplier-related complaint may be reviewed against:

  • The confirmed booking;
  • The applicable quotation or voucher;
  • Supplier records;
  • Communications with the guest;
  • Communications with the supplier;
  • Photographs or other evidence;
  • Timing and operational conditions;
  • Supplier terms;
  • Applicable refund or cancellation conditions.

Possible actions may include:

  • Clarification;
  • Supplier investigation;
  • Service correction;
  • Replacement service;
  • Guest assistance;
  • Refund coordination;
  • Corrective action;
  • Additional monitoring;
  • Temporary suspension;
  • Removal from active allocation.

19. Supplier Suspension and Removal

Bintan Voyage may restrict, suspend, or discontinue the use of a supplier when appropriate.

Reasons may include:

  • Repeated service failure;
  • Material guest complaints;
  • Failure to honour confirmed bookings;
  • Misrepresentation;
  • Unauthorised price changes;
  • Safety concerns;
  • Expired or invalid operating authorisation;
  • Unacceptable staff conduct;
  • Fraud or payment irregularities;
  • Failure to protect guest information;
  • Persistent communication failure;
  • Breach of contract;
  • Failure to complete agreed corrective action;
  • Closure or discontinuation of service.

Supplier suspension or removal is an internal operational decision and does not require public disclosure unless disclosure is legally required or necessary to protect affected guests.


20. Confidentiality

  • Contracts;

  • Net rates;
  • Commissions;
  • Commercial margins;
  • Promotional allocations;
  • Internal supplier scores;
  • Audit results;
  • Incident investigations;
  • Corrective-action records;
  • Personal contact information;
  • Banking information;
  • Access credentials;
  • Supplier account details;
  • Non-public booking procedures;
  • Negotiation records.

Confidential information is shared only with personnel and professional advisers who require access for legitimate business, contractual, compliance, or legal purposes.


21. Singapore Supplier Verification

Where a Singapore travel-agent licence is relevant to a supplier’s role, Bintan Voyage may verify the supplier through Singapore Tourism Board records and the TRUST licensing system.

The Singapore Tourism Board maintains an official directory that allows travel-agent records and licence status to be checked.

Bintan Voyage may also review:

  • The supplier’s legal identity;
  • Service scope;
  • Authorised contacts;
  • Commercial arrangement;
  • Booking procedure;
  • Supporting documentation;
  • Current operational status.

The identity and commercial details of licensed partners may remain confidential where public disclosure is not required.


22. Public Supplier Network

Bintan Voyage maintains a broad travel-service network across Bintan and Singapore.

The Public Supplier Network Schedule below identifies accommodation, transport, ferry, activity, dining, and event providers that may be accessed through direct agreements, contracted rates, preferred arrangements, authorised booking channels, operational cooperation, or other recognised supplier relationships.

The type of relationship varies by provider and may change over time.

Inclusion in the Schedule:

  • Does not imply common ownership;
  • Does not imply exclusivity;
  • Does not create a joint venture;
  • Does not constitute unrestricted use of a supplier’s logo;
  • Does not guarantee availability for every date;
  • Does not replace a written booking confirmation;
  • Does not imply that every listed supplier formally endorses every Bintan Voyage service.

The active status and booking terms applicable to a particular trip are confirmed through the Bintan Voyage reservation process.

23. Schedule Maintenance

The Public Supplier Network Schedule is reviewed periodically and may be updated without changing the main principles of this Policy.

A name may be added, amended, reclassified, temporarily hidden, or removed when:

  • A new relationship is established;
  • A provider changes its name;
  • A property is rebranded;
  • A service becomes unavailable;
  • A contract or rate period changes;
  • The provider no longer meets Bintan Voyage requirements;
  • Updated public information becomes available.

The current written booking confirmation remains the definitive record of which supplier is assigned to a specific reservation.


24. Corrections and Verification Requests

Suppliers or authorised representatives who identify an inaccurate name, operating status, service description, or relationship description may contact:

The request should include:

  • The supplier name;
  • The affected page or statement;
  • The requested correction;
  • The requester’s authority to act for the supplier;
  • Supporting information where relevant.

Bintan Voyage will review legitimate correction requests and update confirmed inaccuracies within a reasonable period.
